Can Tributyl phosphate(TBP) be used as a defoamer for concrete? Is it regulated?

Tributyl phosphate(TBP) is a colorless to pale yellow, odorless liquid. It is used as a solvent for nitrocellulose, cellulose acetate, plasticizers and antifoam agents. It is on the Hazardous Substance List because it is regulated by OSHA and cited by ACGIH, NIOSH and NFPA. A harmful contamination of the air will not or will only very slowly be reached on evaporation of Tributyl phosphate at 20°C; on spraying or dispersing, however, much faster. It is severely irritating to the eyes, skin and respiratory tract.
