Why is Benzyltriethylammonium chloride called a "phase transfer catalyst"?

Benzyltriethylammonium chloride (TEBA) is a commonly used quaternary ammonium salt organic catalyst. It is structurally stable and readily soluble in water and some organic solvents. It is called a phase-transfer catalyst because it can shuttle between immiscible aqueous and organic phases, carrying reactants from one phase to the other to participate in the reaction. This property effectively solves the problems of insufficient contact, slow rate, and harsh conditions in traditional heterogeneous reactions, thus significantly improving reaction efficiency.
